The difference between buying a house in Portugal being a resident or not depends on the purpose of the house. If you buy a house to live in Portugal, you are buying a permanent home and are a resident, but if you do not live in Portugal and you buy property there it will count as a second home. This affects the property taxes you’ll have to pay.

The government program called Edifícios mais sustentáveis Program 2020  is dedicated to individuals who want to invest in improving the energy efficiency of their property in Portugal. A study cared by Imovirtual reveals that the best parishes to live in the Algarve are Lagoa and Carvoeiro, and safety is one of the aspects most appreciated by the respondents. On the opposite side, the three parishes with lower scores are Olhão, Quelfes and Alvor. These are the conclusions of an online questionnaire, conducted between April and September of 2018, to residents in the national territory with the purpose of objectively assessing their expectations about the quality of life in the different parishes of the country.
