Aug 7, 2019 Legislation

Portuguese President Marcelo Rebelo de Sousa has signed off on a new housing law which aims to protect locals against gentrification as house prices have skyrocketed. The new law, which was passed by parliament in early July, seeks to curb runaway gentrification in Lisbon and other key cities and prioritise affordable housing and prevent evictions. Under the new law the Portuguese government is now responsible for ensuring adequate housing for all citizens as the ‘guarantor of the right to housing.’

According to the State Budget proposal for 2019 delivered on Monday in Parliament, there are new dates for the delivery of three tax: IRS, IRC and IMI. Starting with the IRS, taxpayers will have another month to file their tax return. The deadline is no longer May 31st know it extends to June 30th. This way taxpayers will have more time (ten days) until February the 25th to validate their invoices in the e-factura the finance portal. With the IRC tax there are also changes, the return of the declaration of income after cessation of activity is no longer obligatory 30 days after the company closes activity and becomes the last day of the third month following the end of the activity of the company. The change at the level of IMI, in the State Budget for 2019 determines that whenever the tax is greater than one hundred euros it can be paid in tranches, that is, in 2019, if the value is less than 100 euros, payment can be made a month later in May. For taxpayers who have to pay between 100 and 500 euros they can do so in two installments, in May and November. And finally, for amounts over 500 euros, the payment will be made in three installments, in the months of May, August and November.
